What is a VIN
What is a VIN Number and why do we use it? The Vehicle Identification Number (VIN) was originally described in ISO Standard 3779 in February 1977. It was last revised in 1983. This VIN was designed to identify motor vehicles, trailers, motorcycles and mopeds.

Used car tax exemption for 'poorest of the poor' defeated

A House committee rejected a bill Thursday that would give sales tax exemptions to those who buy more costly used vehicles.

House Bill 2713 would make used cars, trailers or semitrailers costing as much as $5,000 eligible for the tax exemption. Currently, used car buyers don't have to pay sales tax on a vehicle that costs less than $2,500.

The bill is co-sponsored by Reps. Pam Adcock, D-Little Rock, and Bill Pritchard, R-Elkins.

Pritchard said the bill would be a great way to help the "poorest of the poor," even though it would create a $10 million a year revenue shortage for the state.

"I don't think this is going to break the bank," Pritchard said. "Don't penalize these people. This is one of the good, fair (tax) cuts."

However, representatives from the Arkansas Education Association, the Arkansas Municipal League and the Arkansas Association of Counties, asked the committee to hold the line on further tax exemptions.

"It is so sad to speak against something that is so good," said AEA President Sid Johnson, adding that the teachers' union would not support any tax exemption that did not have a plan to replace lost revenue. "We have reached the end of the road on the sales tax in Arkansas."
